That lady sounds like a bit of a dingbat. I'd say the garage is the best place for her scooter, until she gets her act together.
...So the law is working just fine, why change it?

Seems to me that this lady just doesn't want to get legal. I personally have had some procrastination issues getting to the DMV and getting my plates or license tests done in the past but I wasn't stupid enough to drive around and complain about regulations I don't have the decency to follow.

The laws don't seem obscure to me; they seem very clear. In fact, maybe more conservative, but less obscure than other states that talk about hp, cc, whether a moped has pedals, the top speed....you need a motorcycle license. Period. Go get one, or ride the bus. To church, of course. Getting arrested rather than just being issued a ticket seems odd. Maybe there is a bit more to the story. Edit: After a few minutes with Google, I found references to her being "well known" in Georgetown, complaining about tacky wrought iron tree protectors at council meetings, getting her picture taken outside a polling station...oh, without a helmet...you can see by the mods to her scooter, and to the matching helmet in the news video, that she does not mind spending money to be different (anybody else have a glove box like that on their Met?). Generally people who seek to be different do it to stand out, and so people will notice...she seems well spoken, seems to have a nice home and be involved in the local community. I think that the paint job on the scooter and helmet might have been done by Honda, in an effort to boost sales to prosperous ladies like her

Registration is inexpensive and easy. Mine will be $5.85 (USD) for 3 years. And full coverage insurance is less than $100 per year!

Yep. THREE YEARS! Now granted, it's a low-power scooter. It's not my primary means of transportation. Especially when the average speed limit is 45-55 and my scooter only goes about 30-35. LOL. And thank you for the welcome. This place is quickly becoming my new favorite site.

In Maryland until recently under 50cc scooters did not require registration Insurance or M-class license. Drivers license was required. Now there will need to be a very cheap registration sticker (as of October 1st) and insurance. Over 49cc bikes always needed motorcycle license, insurance, registration. Some folks are not happy with this even though it may make scooter theft less attractive

Those are the "Low-Power Scooter" DMV rules in order to register and ride a 50cc or less scooter in Colorado. Could be worse...
