2003 Kymco Super 9 fuel capacity

Scooter: 2003 Kymco Super 9
When I try to fill gas when the fuel gauge goes to the "red zone", it does not take more than a gallon. The scooter is supposed to have a fuel capacity of 1.8 gallons. Any idea why it is happening so?
